What you desscribe does not sound like HPV.
Thanks for the reply. This is so small that I can't even pinch it or grab it with my fingernails. I have scratched it but all that happened was it made a bruising color around the area but it is barely noticeable unless you look at just the right angle. Basically, it looks like a little piece of skin sticking up. It's not really round and I can't see any shape because of it's size...btw, how big is 1 MM? Is there something equivilant that I could compare it to? Thanks
HPV is not always easily detected. Hpv usually looks like a cauliflower and it usually same color as your skin. THERE is currently no test for men.

Genital HPV is passed on through genital contact such as vaginal and anal sex. Both men and women can get HPV and pass it on - without even realizing it. Genital warts can also be passed on by a person who has HPV but no visible warts. Since the virus can be silent for a long time, people can have genital HPV even if years have passed since they have had sex.
There is no set "look". However, generally:
HPV (Genital warts) look like small pearls, on the penis, anus, or female Genital area.
Size varies, from "small, 1-2 MM" to "large, 5-6MM".
Smaller and larger is not uncommon...
They may itch, or they may not.
There may be "one or two" or "lots" (20+ warts)
If in any doubt see medical advice, and avoid sexual contact with other until you know
