The penile bumps sound like they may be genital warts.  Red bumps in the pubic area after shaving shhoulds like folliculitis--minor condition that should clear up on its own.  But you should see a health care provider about the bumps on the penis.  If you're not comfortable going to your family doctor because your parents would know, contact your local city or county health department for the location of its STD clinic or other public health clinic; they'll see you without parental permission and it probably won't cost you anything, or at least no more than $5-$10.00.

I can't say anything about the apparent retraction of your testicles during sexual excitement; I haven't heard of it before.  But it doesn't sound harmful, and it isn't a sign of any serious health problem.

Good luck--  HHH, MD

No, don't try to treat yourself.  There's not so much hurry; you can wait a few days.  1) You don't know the diagnosis for sure; warts sound possible but you need to see a health care provider to know for sure; 2)any attempt to treat could change things enough to make the diagnosis more difficult (or impossible) when you do go to the clinic; and 3) there are no over-the-counter approved treatments for warts.  It might be tempting to try an OTC treatment for non-genital warts ("Compound W" and others), but those products were not designed for tender genital skin, and in my clinic we have seen horrible genital sores due to that stuff.
