is this razor burn or what do you think?

i have always shaved for the longest and no matter what i always got razor burn, but this seems to be irritated.. ive picked at it and little pieces of skin and wont go away or heal up i do not seem to have any other symptoms for stds however i will get checked just wanted some insight. thank you
