You said you've used protection with all of your partners within the last yr so it's very unlikely that you got HIV from those partners, or even any STDs. Giving or receiving oral usually is not a HIGH risk for STDS; as for HIV which seems to be your main concern, it is hardly possible to transmitt the virus without blood transmision during oral. Also, you did not say where the itch is.
If it is at the tip of your penis, you should definitely get that checked up although there doesn't seem to be chance you could get infected since you've used protection during intercourse.
