male genital problem

I hope you can give me an answer to what's happening to me for the last 4 months.
On march 11 I noticed a red rash spot on the head of my penis did not itch no pain no blister. I went to the doctor three weeks after and he gave me antifungal creams and 10 days of ciprofloxacin and got tested for syphilis, chlamydia, gonorrea,and hiv, test came back negative. Spots went away in 4 weeks, but I could still see a litle pink spot under the skin. Again two red rash spot showed after a week, I feel some burning urirating (not  lot) and I noticed some discharge(not a lot0, but only when I push to do number two. Three months after the spots showed uo for the first time I could not see them, but I went to the doctor because I now feel sometimes pain in my testicles, burning urirating (not a lot) some discharged( like once a week and is semen like), sometimes I feel an irritation in my foreskin when it touches my underwear (not circuncised).Also sometimes a white spot showed in penis head as well, but goes away soon, I noticed my penis veins showed more than before. Well, I got tested that time for syphlilis, gonorrea chlamydia, hiv, herpes 1 and 2 and diabetes and all came back negative. At this time I still have the same syntoms. I have not had sex since the first spot showed. I was given a pild for yeast infections, but did not do anything, also a antibacterial cream for impetigo, but did not work.
Questions:
Is there another std I should be tested besides the ones I mentioned?
Could I have NGU if chlamydia and gonorrea are negative?
I got the amplification test for clhamydia and gonorrea. Are these test accurated?
What can it be?
Can I restart unprotected sex with my wife without any worries to infected her with something?
Dermatologyst or urologyst? Only went to primary doctor
p.s . I forgot to mention that the first time I got this I also had my foreskin inflamated, but went  away with an intiinflamatory inyection.
I really appreciated your answers.

There is little reason for you to be concerned that this is an STD.  You have been examined by a doctor, tested twice, and received several antibiotics.   My guess is that this is a dermatologic problem and if I were you I would seek the opinion of a dermatologist.  As for your specific questions:

1.   No, your symptoms are not suggestive of STD and you have been tested for the STDs of concern.  You do not need further STD testing.
2.    The DNA amplification tests for gonorrhea and chlamydia are VERY reliable.  If they are negative you do not need further testing and can have confidence in your test results.  
3.  There is no reason for you not to have unprotected sex with your wife.
4.  The some of your symptoms improved following an injection of anti-inflammatory medication makes it even more likely that this is a dermatological problem unrelated to STD.
