need help badly please help fast!

ok for about a year now ive notices these small white bumps on my foreskin, theres a red rash underneath but the bumps themselves are white, it is also quite painfull at times, often irritated , i have never had any sexual encounter, but i have to clue what this could be, and im terrified to go to a doc about it, but i would like to get this cleared up asap, because ya know if a girl went down she wouldn't be to pleased with the sight of it, so please help

You need to see a Dr. This is not a STD. Bumps can be so many different things, but only a Dr can diagnosis.
