outbreak: small red bumps

hello, i've been sexually active for some time now, and i've recently noticed these random red bumps above my penis. there are no bumps on my testicles or penis, only in the pelvic area above it. picture: http://tinypic.com/r/2afybyp/5

the bumps do not hurt, and two of the lower ones broke out a couple of days ago and looked just like pimples. the skin surrounding the bumps seems irritated and dry/flaky, but i'm not for sure if they are the result of shaving with dull razors, genital herpes or syphilis. Again, they don't look anything like warts and only two of them actually broke out. What is this?

we don't look at pictures here. why not is explained in our read before posting post located under the important announcements tab on the forum.

odds are this is a folliculitis but you need to be seen and get a proper exam done to get a diagnosis. Be seen today or tomorrow to get these looked at.
