hi, i'm sure you see alot of thsi but here we go,
to start my sexual history..sex with 4 women all safe sex, recieved unprotected oral sex from 7 women, and some mutual masturbation with like 3 or 4.  for atleast a year and a half, probably longer i've had these red bumps on the underside of my penis..about 1/2 inch down from the head. where the sensitive part is.  they are not perfectly circular and are bigger than the pictures of fordyce glands i've seen. there are atleast two bumps. or perhaps several small ones that collided to form a bigger one and from one of them a red line runs down the underside of my shaft about an inch.  they dont hurt or itch. i saw a doctor a year and a half ago and she said its probably folliculitis because i was worried it was herpes. i'm pretty sure i'm a carrier of staph and have had folliculitis on my arms and chest.  what worries me is that the bumps are kinda big and have been around for a long time. however they havent really changed in shape or size or number that i've noticed.  the medice for folliculitis didn't work. also one girl i had anal sex with and i was her only partner. she later developed two small flesh colored bumps right inside her anus but can be seen. they arent real big and have been around for about 7-9 months w/o change. she says it itches and she sometimes bleeds when she deficates and it hurts. they're two bumps that are very close to each other. they are soft. when she got them checked out the doctor put some liquid on it and it didnt turn white and couldnt tell if it is a wart or maybe a hemmorhoid. can you help

I can't tell from your description.  Folliculitis wouldn't persist more or less unchanged for more than a year.  I suggest you see a dermatologist.

Likewise, I can't say anything about your partner's anal problem.  But swellings that hurt, itch, and occasionally bleed after defecation sounds most like hemorrhoids.  Since her primary doctor couldn't figure it out, she should ask for a referral to a protologist (rectal disease specialist), who undoubtedly would be able to tell for sure what is going on.

In any case, neither poblem sounds like an STD.

Best wishes--  HHH, MD
