IF A RPR IS NEGATIVE AND  THE TITER IS NON REACTIVE WITH A SCALE OF 1:1 BUT THE TPPA IS REACITIVE CAN A PERSON STILL INFECT THERE PARTNER? AND WHAT DOES THIS MEAN?

Have the same result as yours, does it mean you're still infected with syphilis? Did you go back to the doctor for treatment?

It could be a false positive. Have you ever had syphilis before?
I would treat and retest in about 3-4 weeks.

You can only infect someone when the canker is present.
