rash on my penis cam and arms

i have this itching reddish ring worm like around my penis cap and it itching me a a lot most time when i touch it or when i take a hot water,today i have this rashes on my arms which scratches me too,my English is bad anyway but i hope you would understand and help me to get whats wrong with me,i am new in the states and i only got my green card,no ssn,so i don't know how to get to a doctor becoz of the health insurance,last time i went to buy a antibacterial cream they said i need a prescription from a doctor.........am in Baltimore,maryland and hope you will help me out,

You would have to find a clinic or a Dr. This is not STD related.
