i have red dots around the rim of my penis there very small there not anywere else on my body just around the rim there are about 30 they even look like there in 2 clear rows but there sticking out "maybe irritaion" plz help im only 16 i dont need an std and i dont think it is one just clear my mind

Then it is not a STD and probably just irritation. But it is best to see a Dr, because it could be a fungial infection which would need medication to clear up.

Dots or bumps can be so many different things it is best to see a Dr.
You say you don't need a STD, but I ask you have you had unprotected sex? if so then you may not need a STD but you are not doing anything to prevent one. Use condoms all of the time.
