sensitivity at top of penis

Hi im 16 and untill november last year i was scared i had a phimosis...after going to a doctor,he managed to retract the foreskin(although it hurt immensy) and told me that i had a little bit of thrush and with practise the foreskin should retract with time...

The sensitivity of my penis head did go down and over time i have been able to retract it further,however,not far enough.i cannot retract my foreskin below the glands,which makes it extremely difficult to wash and the head is still very sensitive.i wonder whether maybe my foreskin is too small to get over the penis head?or maybe the penis head is inflamed and therefore is sensitive to touch?

any advice is appreciated
