I sucked and licked a guy while the guy was wearing pants and underwear,he had precum on his underwear too when I sucked him through his clothes,what is the risk of getting std esp HIV from it?
will the tiny amount of precum that may have pass through the clothing to my mouth be enough to infect me?

If your really worried go to a clinic + get a HIV test but as a rule it has to be direct contact

STD's are not passed through clothing. You had no risk.
