wart or not?

if i have a bump on my genital area that is flatter and feels like it is under the surface of the skin and it shrinks when i apply acne cream to it, is it possible it is just a pimple or boil?

it is very likely that, this bump is an oil gland, if it's going away with acne cream, I really don't think you have much to worry about. Now if you're noticing more and more, in clusters or in rows, then you should seek medical attention.

I agree - under the skin is usually a boil, cyst, or acne.  On the skin is warts or molluscum, among other skin conditions.
