Everything you describe is completely normal, and not suspicious as an std.
The itching rash around the inner thighs sounds like classic jock itch. It can be treated with any over-the-counter jock itch medication, and is not an STD.
The bumps on the skin where pubic hair comes out is a hair follicle. On some people the follicle is more pronounced than on others. Occassionally, the follicles can become inflamed and/or sore -- this is called folliculitis. Its easily treated, and is not an STD.
Finally, the discharge you describe is "pre-***" or pre-ejaculate, which is experienced by most men when aroused, prior to ejaculating. Again, completely normal and not an STD.
