I have redness and seems like small cuts under the near the top of the shaft.  When I shower it feels as thoough hundreds of razor blades are cutting me up.  No sex in about a year???

It could be a fungal infection, some kind of bacterial infection, maybe herpes.

You need to get it checked, though, and the sooner the better.
