A high reading for Basophils is usually indicative of an active allergic response. This response may be related to foods or exposure. Your mother's level is not greatly elevated. I would guess that the allergic response is not severe.
I assume she has discussed this with her PCP. She may also want to consult an Allergist if this is bothersome to her. They are the experts and can help her sort through the possibilities.
