Empty scrotum and what does it contain except testicles

I just want to find out what does it mean when a male partner comes home with his scrotum hanging, looking empty or dropped, NOT FILLED UP LIKE ALWAYS? could it mean he has been having lot of sex or mastubating?

But my question is can having sex empty the scrotum?

You have the external skin of the scrotum which is unique because it has muscles in it so it can contract. Then you have a another layer of tissue. THe scrotum is divided into two compartments. The testicle is surrounded by a sac and inside the sac is the testicle and the seminal vesicles. All this is tissue on tissue and there is no air or fluids other than what is contained in the tissue itself.
