Itch inside penis

I am dealing with an annoying itch inside my penis, on my urethra. I have a urine test which came back negative, so I know I don't have a UTI or STD. I don't have any symptoms of UTIS or STDS at all. I noticed the itch after i masturbated about 3 weeks ago and the itch was the worst right after. The itch seemed to have gone down a little bit but I can still feel it. I am not sexually active. I haven't masturbated since 3 weeks ago when I noticed the itch. I used to masturbate 2 or 3 times a week at most so maybe I over did it? Could semen being stuck to the urethra cause itching? What can I do for relief? Could it be a yeast infection? I believe a rash would indicate that and I do not have a rash anyway.
Just to add: I am 24 years old. I experience no pain when urinating and have not had any discharge. I did have a feeling of a discharge coming for a few days after that day I masturbated 3 weeks ago but it never occurred and I don't have that feeling anymore. I am in good health and have no other complaints to go along with the itchiness. I saw my urogolist today and he said if the itch still persists to make an appointment in a week or so, I plan on doing that unless it goes away on its own.  I was given doxycycline hydrate that day too and have been taking it (100mg 2x a day) but it has not been helping.  The itch is just on one side of the urethra too..i can only feel the discomfort in one spot, on the left side on the inside right under the head.  I appreciate any opinions and advice.  I do plan on never masturbating again since I fear the discomfort to get worse and I don't think it's worth it.

Well i told him monday when i saw him that it did feel better but was still noticeable and annoying, and that I wanted to wait to see if it would get better. He said I could make an appointment next week and he would be able to see me.  A few days later it got worse and I was having trouble sleeping so I called and they faxed the doxycycline hydrate to a pharmacy since he was too busy to see me.  I also made an appointment to see my regular doctor the day after I got the medication and he told me it should help and didn't do a swab test since he saw no need to.  I remember asking him to do one but he said it wasn't necessary for some reason which I'm not entirely sure why.  My regular doctor did give me a 3 day prescription for a yeast infection and told me to stop taking the doxycycline if the doxycycline was not helping within a week, wait a few days and then take the diflucan once a day for three days.  Although he said I would have a rash if I have a yeast infection (which I don't) so he concluded I didn't have a yeast infection.
I am going to see the urologist in about 2 weeks and I hope he does either the swab test or the cystocopy (if need).  Would a scope test be necessary?

I would rather wait to see the urologist then take the diflucan so I can know exactly what I have.  I do plan on to only take half the doxycycline since my regular doctor said if no need to take that if it hasnt helped within a week.  Is it a bad idea to wait?  I have been dealing with this for 1-2 months now it seems and I would hate to wait and for the problem to get worse if in fact it is a yeast infection.  Is there any danger in waiting or should I be concerned that things may get worse before I see the urologist?  Any thoughts or opinions?  Thanks for the advice

It sounds like a yeast type infection to me. Surprised your urologist didn't take a swab to test :(
