When a hair is pulled out by the root (plucking or waxing) it tends to grow back thinner to start with, then gets thicker at the bottom as more of it grows out.  On the other hand, if you shave, as soon as any hair re-appears it'll be at maximum thickness, plus there will be the sharp edge where it was cut off.  This is why shaving leads to a rougher stubble than waxing.

Also, different people have different sorts of pubic hair (just as they have different sorts of head hair).  Some people just have thicker, rougher, or coarser pubes than others, and there's not much you can do to change that (other than trimming or removal).

narla's right... pubic hair can be successfully waxed to maintain hair length. Or the hairs can be shaved... mine seem to grow back exactly same way it was prior to shaving... neither softer; nor coarser. I recommend an electric shaver that has a comb on it if you chose to go that way. You can also trim the pubs to a manageable length. Just use a regular hair comb as a guide and carefully clip the hairs with scissors.

I have my body hair "sugared" off.  It is like waxing, but less painful.  When I first started, I went about once a month.  Since I have being going several years now, I only have to about once every two months.  Does the hair grow back?  Yes, to some degree, but I have found to grow back much thinner every time.
I have never heard of sugaring.  I have heard horror stories of waxing that area and know my friend does this so will suggest sugaring to be looked into. thank you

I have my pubic area waxed,it grows back very soft and if you get it done regularly, about once a month it doesn't hurt.I will admit the first time really hurts.
