Red and slightly swollen around the opening of my urethra

I have noticed recently that on the head of my penis around the opening of my urethra it is slightly swollen and red. I am 15 and masturbate quite regularly. The other day after masturbating, i noticed that i had a little blood on the end of my penis, it seemed to be coming from the red area around my urethra! I have a feeling that it bled because it had been rubed! Please can anyone tell me what this is and what i should do about it.
(would it heal if i did not masturbate for a week or so?)
