Skin Tag/Wart on penis

Dear Dr,
I am a circumised guy, which I had done when I was 13 (I'm now 25). I have noticed in the last couple of days just beneath the head of my penis like a very small but almost hard/jagged what can only be dscribed as a tag. I dont think it is a wart and its definitely not a sore or blister. It doesnt hurt or itch to touch and infact gives me no discomfort whatsoever. However in the same spot I always had like a little bit of skin that looks like a small hole had been pierced there (which has been there since i was circumcised). The little tag seems to be inside this. I would say its greyish in colour but its very tiny and can only be seen properly when my penis is erect. Initially I was concerned about genital warts but from what I can see it doesnt look like a wart and thinking it may be just some form of skin tag. Could you please offer me some advice if possible what you think this could be.
It may be worth mentioning that I am gay and had an episode of unprotected sex in Nov 08 but went to my GUM Clinic in February of this year and everything was fine.
