Skin around penis glans(glands) won't retract or move

Basically there is skin around the top of my penis and it won't retract, making my penis look abnormal. I'm 17 and embarrassed about going to the doctors about it. Whenever i try to pull it back it just won't retract over the glans (glands) and I'm not sure what I can do. I can post pictures if it will help anyone help me solve what I can do

Hi Dennis, best advice just go to your doctor and explain to him just what you are saying here, look if you can come on here and tell a lot of complete strangers them I'm pritty dam sure yopu can tell your doctor the same, and either show him the problem or show him the pictures first.
Just remeber that he is your doctor, and what is said is just between you and him, and no one else.
