Small bump under skin of penis

I have a small bump on my penis The size of a small BB.  It doesn't feel like it's on the skin because when i move my skin around, the bump doesn't move.  And I'm unable to move the bump.  It feels like it's on my penis and not the skin.  It's located about 1/4 way up from the base on the left side on the top.  If I stretch my penis outward, I can feel it or if I have an erection, I can feel it.  It's not painful and I've only just noticed it a couple days ago.  I'm unsure what it could be.  Upon searching google, people with similar problems seem to suggest it's a cyst(Sebaceous cyst http://www.nlm.nih.gov/medlineplus/ency/article/000842.htm).  But I'm asking here to get a second opinion because I'm not sure if a cyst would just be on the skin and would move with my skin, same with an ingrown hair.  I'm much much too shy to go to the doctor for something like this.  Thanks in advance.

More details
When I move my skin back and forth, I can see it a little tiny bit and it doesn't move with my skin.  It stays in the same place

Not painful

There's no swelling or change of color

Doesn't effect anything sexually or when I urinate.

I'm quite certain it's just recently formed as I'm close with my penis. =)  Perhaps within the last few days.

I haven't done anything new or different that might cause it.  Not that I know of.  (I mean, I didn't hit it or get hit there or anything like that)
