not developing?

I guess you guys could almost give a stock answer to this question, but I just wanted some other opinions...

Im 18 now, and am unsure if I have ever developed properly down below. I have a spectacularly small penis and im not sure about testicle size either.
I used to think this was all related to something else but It just dawned on me maybe its simply a case of it not all developing?.
I tried googling things like typical size of testicles and how much you should expect them to drop but once I started cross-referencing between sites I didnt manage to find anything too conclusive. As far as im concerned it all looks the same as it did years ago, i have hair in all the right places now though!   (annoying for sure lol).

I guess really I would like any info anyone can give here! - is there anything specific i should be looking for?, maybe im just unlucky and didnt develop too far..- I have no clue quite where to start approaching this.. any guidance would be greatly appreciated.

According to urologists, the testicles of a normal adult may range from 1.57 inches (four centimeters) to 2.75 inches (seven centimeters). If you find that yours measure less than 1.5 inches, you might want your doctor to take a look at the "family jewels." The testicles are responsible for producing the hormone testosterone (which determines a man's libido level, among others) and spermatozoa. Smaller-than-normal testicles could indicate a hormonal problem, which could affect your masculinity and fertility.

Hi there, well thanks a lot for this info very useful to know!.
I have a feeling it is possibly hormonal, just from thing you guys have said and things I have read up on in the past.. and if this is the case i guess, Indeed.. there is only so long it can be treated for?

Hi,
   And in addition to what has been already told above, you should consult an Endocrinologist and get your developments medically assessed, since if anything should be done, it should be done now only.
