If you don't know a urologist seek the assistance from your normal doctor and have them point you to a specialist.  Semen when just sitting there using the restroom is not normal.  If you are having sex and then you go to the bathroom right afterwards you may still have some sperm that was not expelled from the uthera that you may notice.  But if its just happening after you used the bathroom before then that is something a doctor needs to investigate.

You do not typically have semen in urine as they come from two different places.  Are you sure this is sperm?  When does it come?  The best person to bring this up to would be a urologist and you may want to talk to one of them.
