Is another biopsy indicated?

Several years ago I had a small growth on my temple biopsied and then removed with liquid nitrogen.  The biopsy report was negative.  Since then a similar lesion has reappeared a number of times, bled a bit, crusted and in 4 or 5 days disappeared spontaneously.  When it reappeared two months ago, I went to another dermatologist who biopsied it, and this time it came back as basal cell.  They recommended I have a Mohs procedure.  Once again the biopsy site has healed completely, and aside from a slight discoloration, there is nothing to suggest anything amiss on my temple.  I cannot get a straight answer to my question as to how a negative biopsy became positive, nor how does a doctor determine that a problem requiring surgery really exists?  Should I get another biopsy to confirm the latest finding?
