Skin rash that looks like it's a burn

I've been getting these itchy rashes around my neck. Within a day or two of it's appearance, it starts to look like it's a burn (it gets very red/maroonish in color and very dry). It shows up in patches around my neck only and very, very itchy. Does anyone know what this is???
