red bloches under penis skin

to me it looks like i broke small blood vessels under the skin but it dosent hurt its kinda hard to explain it is like a blood blister but not bubbly its flat under the skin its very strange this just started happening the past 3 weeks or so but it goes away after a lil while of not having sex or touching my self. it seems to only happin whe4n there is something tight around it what could it be. also randomly i get what it seems to look like white heads on my **** and balls could u please help me out i am 21yrs old i i dont have a clue i just realy want to know if i should se a doctor or is it something i can take care of my self.

it looks like agioma but you have to see a doctor for this.
