stops on my pennis skin cancer or STD.?

ok. on my pennis the skin don't go back. only so i could see me pee hole, and around the pennis hole i have little bumps their not ichy. what should i do. i'm very scared. would the skin go back when i have sex.? or should i go get the peace of skin cut off.?
