Should I be concerned that my 20mth old doesn't use words?

My 20 mth old daughter doesn't have more than 2 words that she has ever spoken, dog and shh (if that counts).  She makes babbling sounds and seems to respond to noise fine.  She doesn't say da da or ma ma, and has only used the dog and shh in an imatation situation.  She does not point to identify body parts, or pictures in books, yet she does point to things that she wants.  Should I be concerned, and what do you suggest I do?
