speech delay

my friend's 3 and 1/2 year old daughter hasnt spoken yet,not even babble or speak a few words.
she can hear and understand very well. She communicates through gestures or points out what she wants.The hearing test which was conducted proved she can hear.She has been generally a late bloomer as she started walking at the age of around 2 years.
so could it just be its a general speech delay?
what could be the cause?
