speech delay

my son is an energetic 4 year old. He is very observant, interacts very well with other children, very affectionate and eager to learn. the problem with him is that he will not talk. he will make a few of his needs known and thats it. We have had several evaluations but nothing conclusive. what is your suggestion. we know his hearing is perfect. fyi we are also bilingual.

Have you considered "developmental apraxia of speech"?  I might suggest you google this term to learn more about this condition.  Our nephew suffers from this disorder and began speech therapy at two years of age.  Today (he is now six years old) he is doing very well - speech almost normal.  Just a suggestion ....
