Hemorraghic stroke and walking

Dad had 50cc bleed 3/20/05 (had 1st hem. stroke 5/97).  Burr holes, did well initially, then brain filled w/cerebrospinal fluid - burr holes again.  Extreme spacsiticy, pneumona, blood clot, swallowing difficulty.  In hosp. 26 days; then to SNF - UTI and severe dehydration.  Sleepy all the time till rehydrated.  Transferred to Rehab hosp. 5/28.  

Is EXTREMELY anxious & scared he will fall; balance issues preventing his PT progress.  No new fluid collection, but another UTI coming on.  Rehab hosp wanting him to move on.  Isn't there anything else that can be tried?  Lexapro 20 mg after seen by neuropsych & psychiatrist.  Mental attitude is awful; very depressed.  I feel certain he can walk again, but he can't even transfer.

What is prognosis?  What can be done?  If rehab hosp insists he leave due to "lack of progress" would home with 24 hour caregiver be better option than another SNF?  I am at wit's end & desperately want him to walk a little.  He will be 81 on 6/22/05.
