Paralysis on left side but senstivity to pain

When someone has paralysis on one side of their body, but is still responsive to pain in the affected arm or leg, is this an indication that use of the limb may be regained or just that the paralized limp senses pain?

The sensory cortex and motor cortex are located in separate places. I have heard anecdotal evidence that sensory input is essential to recovering fine motor control.
