the term "semi"
In discussions regarding paralysis, would "semi" be used as an abbreviation of "semi-paralysis"? Is this abbreviation used in America, or only in Australia?

Actually, in America, we do not use "semi" as an abbreviation for partial paralysis.  It's usually "semi-paralyzed".  When someone is weakened or paralyzed on one side of their body it's called hemiplegia.
