Is this a normal thyroid test result? Hypothyroidism?

Hi, I am trying to conceive and need advice on a recent thyroid test result.   I just received my labs and the TSH is 4.18 (range: .4 – 4.5), my doctor said this is a normal range. However, In the past I had high TSH results and my doctor said they were "normal" too (2007 TSH was 7.8; 2008 5.73 range: .4-4.5).  

My question is on my current TSH result of 4.18.  Do I have hypothyroidism and should I see an endocrinologist?  I am worried this is high considering I am trying to conceive.  I have been having irregular periods (last more than 45 days at a time).  Thank you for your help!

The TSH is borderline high and has been in the past as well it appears.  If trying to conceive, would likely start levothyroxine medication and also test blood to confirm that you have Hashimoto's w/ mild hypothyroidism.  Left untreated, this increases the risk of miscarriage and may decrease chance of pregnancy.  Also, if untreated, may cause pre-term labor and other complications.
