if it is the thyroglobulin quantitative level (ie, not the antibody) then it simply means there is excess thyroid tissue (goiter - in your case, nodular goiter from what you are describing). It cannot be used to suggest cancer vs benign. Biopsy would be indicated if there are large nodules.
If it is antibody level - then it could mean autoimmune thyroid disease, would need to look at TSH to see if the thyroid hormone production is normal.
