thyroid levels

I have been taking .137 L-thyroxine for years. Recently, I was tested and my T4 is 1.6, and was .06.  
They have changed my medication from .137, .125, .112 and now are trying .100.   My TSH is now at .03.
What should my TSH be, and why are they lowering my medication?  Can weight or menopause cause changes?
Menopause was several years ago though, and meds were not changed then.  I have lost 15 lbs. but am overweight.

TSH should be 0.5-2.5 in general, lowering the dose usually increases the TSH.  Low TSH is associated with bone loss, heart disease and blood clots.

Sorry, it should be T4 is 1.6, and TSH was .06.  After meds were changed, it is now at .03.
