Graves Disease and Thyroidectomy

My 42 yr. old son was diagnosed with thyroid cancer and had his thyroid completely removed.  Some short time later he was diagnosed with and is being treated for Graves Disease. Since, as I understand it, Graves Disease develops as a result of hyperthyroidism, how does someone who is hypothyroid develop the disease?

The diagnosis of Graves would be difficult to make when the thyroid has been completely removed.  You can be hyperthyroid from too much replacement medication.  Less commonly there could be some thyroid tissue remaining that is being over-stimulated by the immune system and that is what we view as Graves Disease.  Measuring TSI and TBII and looking at thyroid levels in the blood compared to dose (if any) of thyroid replacement medication would be the best way to help see if Graves is really what's happening.
