decreasing TSH but low T3

With no change to my thyroid meds (I take T4 and T3), my TSH has been decreasing over the past 4 months (it is now .22). My T3 level, however, is below normal. What might be going on? In case it's relevant, I was diagnosed with diabetes 6 months ago and I take Metformin.
