High TSH but normal T3/T4- shoud I take medication?

Hello:
I just got back lab results and it says that I have high TSH (13.5) but normal levels of T3 and T4. Several years ago this happened in my lab results and I was put on thyroid medication.  Later my TSH levels went down and they stopped the medication.

I am not sure what I should do now. Should I be taking any medication, since T3 and T4 are normal it seems to me that everything is OK... Why would TSH be high when T3 and T4 are normal?

Define "normal".

T3 and T4 can be at the low end of normal, within lab ranges, and still cause you to be hypothyroid and in need of medication.

They can be high normal and make you Hyper, and in need of medication.

Normal is actually a very small portion in the upper middle of the lab range of a Free T4 test.

A normal TSH is 1.0 or 1.5, but the lab range For TSH is around 0.3 to 5.0. See what I mean?
