Hypothyroidism with normal blood tests?

Is it possible to have hypothyroidism when the TSH test is normal? Mine is normal but I have no energy, my hair is abnormally brittle and my nails tear down to the nail bed (when they didn't before).

I had 1/2 of my thyroid out in April 2010. In Nov. my tests were TSH= 3.06, Free T4= .08

I had hyperthyroidism before I had the radioactive iodine treatment.  Since then I have hypothyrodism.  There are times when I am tired, brain is foggy, or my hair falls out more than normal.  I get bloodwork done every six months and mine is always normal with daily levothyroxine.  A doctor did tell me that the thyroid hormone still fluctuates from time to time giving off too much or too little of the hormone which may account for the sluggishness.

What does this doctor consider "normal"...there are many different ranges of "normal", lots of times doctors don't agree on that...
