I can't find a range like that either; however, ranges do vary from one lab to another to probably reflect what they think it should be, as well as the average result they get  when they test standards. The main thing is how you feel, not what your test results show.
I would suggest that you get a copy of your lab test results and reference ranges and post them here, along with any symptoms you are noticing,  for further review and comment.  I would also suggest that at the next opportunity you insist that free T3 and free T4 tests be done, along with whatever else the doctor wants.  The reason for this is that free T3 is the active component that largely regulates metabolism, and correlates best with symptoms.  It is 4 times as potent as free T4.

I have not seen a lab report and do not know the reference range or if i was tested for T3, i take 150 thyroxine 5 days a week and 175 2 days a week, my practice nurse said that the upper range for T4 is 21.1 but i have not seen this level anywhere on the net. ?

The T4 reference range I am familiar with shows 4.6-12.0, so your T4 result is over that level.  What reference range does your lab report show?  Were you also tested for T3?  How much thyroxine are you taking and has this resulted in alleviating your hypo t symptoms?
