I don't know what you mean by "ultra sensitive". 3.2 is higher than the recommended, level for TSH, but is not overly high. That being said, hypo is hypo and you can have symptoms at any level.
Are you currently taking any thyroid med(s)?
What other tests have you had done? Can you post the tests and the results, along with the reference ranges, since these are lab specific and must come from your own report.
TSH is not a good indicator of your thyroid function. You need to know what your Free T3 and Free T4 levels are as these are the actual thyroid hormones, with Free T3 being the one the body uses directly and Free T4 having to be converted by the body to Free T3 prior to use. The levels of the Free T3 and Free T4, will tell you whether or not you are hypo.
Have you had antibody tests to check for autoimmune thyroid disease?
What symptoms, if any, do you have?
My info is endo's want TSH between .3-3.0 for hypothyroid cases. My family doc and 'Lab Corp' normal range was .45-4.5. My TSH was 7.5 before taking T4. At 3.6 my fam doc said I should be fine. So I went to an endocrinologist. Currently my TSH is 1.1 with 100 mcg of T4.
