TSH normal but low Free T4

Just recently had blood work. My TSH value was 2.40. The standard range is 0.27 - 4.20. So that level is fine. My doctor though had my Free T4 level ran as well. He has never done the T4 level before. My Free T4 value was 0.94. The standard range is 0.93 - 1.70. So my Free T4 is very low and almost out of the standard range. I know that each lab is different. Just wondering about this. My doctor is the wait and see type. I do not like that approach and I take matters into my own hands when I am not in agreement. I might add that I did have chest radiation in 2013 due to breast cancer. 30 treatments. Any advise on this low Free T4 would be greatly appreciated. Thank you.
