Ultrasound report on nodules

I got the report from my recent thyroid ultrasound and it showed two nodules on the right lobe.  The biggest is 9mm and the other is 5mm.  It said they are "hypoechoic complex nodules". I understand what each of those mean, but thought hypoechoic referred more to solid nodules rather than the cystic nodules.  I finally have my appointment with an endocrinologist coming up on the 14th.  I've read everything there is to read and seems like the next step is the FNAB, but wonder if 9mm will be considered too small to go that route right away.  I've read conflicting information on complex nodules but consensus is they often result in more inconclusive FNA results than solid nodules.  Is surgery often recommended for complex nodules?
