Does your mother have a good endocrinologist? If not I'd suggest that she finds one - one who specializes in thyroid disorders (most deal only with diabetes). Your mother will also need to have her thyroid antibodies checked to see if it is an autoimmune condition causing her hypothyroidism (such as Hashi's).
Your TSH number is your pituitary and not the hormone/gland that will bite you. It's high to get your thyroid to work harder as that is low...
Have you been diagnosed with a thyroid disorder? on meds for it?
