normal range for TSH

What is the current accepted normal range for TSH?  Is there an "optimal" range, and if so what is it?  Does it differ between males and females?

Do the numbers have to be outside of this range for the thyroid to cause symptoms- if the number falls within the range is it understood that the thyroid is not what's causing a person's symptoms?  
For instance, if a person's TSH is normally between 1 and 2 and then they have a test that comes back on the low end, say .5, even though .5 is still in the normal range, since it is lower than normal for that person and heading toward the low end would this be indicative of a thyroid problem, or would a doctor just consider it normal fluctuation?  
Same if a person is normally between 1 and 2 and a test comes back higher, would they still say it's not thyroid?
