It takes about 6 weeks for changes to show when meds are adjusted. Thyroid cancer patients are aiming for a TSH of less than 0.1. Sometimes after a clean Whole Body Scan and Thyroglobulin testing after 1 year from treatment, they will allow the TSH to rise slightly to between 0.1 - 0.5. This is where I am right now.

did they test FT3 and FT4? THey should have. What were those levels and the reference range. TSH is an indicator of the other thyroid hormones, but to be accurate particularly in adjusting meds I think they need to look at the active thyroid hormones as well.
I think they'd like to keep your levels at the high end of the reference range for FT3 and FT4.
Adjust slowly. Can also alternate between 136 and 125 on consecutive days. It takes time to get all right, so be patient.
